{"id":15151,"date":"2024-08-19T22:44:44","date_gmt":"2024-08-19T22:44:44","guid":{"rendered":"https:\/\/central-law.com\/?p=15151"},"modified":"2024-08-19T22:44:44","modified_gmt":"2024-08-19T22:44:44","slug":"latin-america-must-lead-in-ai-implementation-and-development","status":"publish","type":"post","link":"https:\/\/central-law.com\/en\/latin-america-must-lead-in-ai-implementation-and-development\/","title":{"rendered":"Latin America Must Lead in AI Implementation and Development"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Latin America and the Caribbean should become a \u201cleading region in the implementation and development\u201d of Artificial Intelligence (AI), asserted Colombia&#8217;s Minister of Information Technologies and Communications (MinTIC), Mauricio Lizcano, on Thursday in Cartagena de Indias.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The senior official, who inaugurated the \u2018Latin American and Caribbean Ministerial Summit on Artificial Intelligence: ColombIA,\u2019 highlighted that this technology should benefit \u201ceveryone equally, promoting competitive, inclusive, and sustainable development.\u201d<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">\u201cArtificial Intelligence is the most disruptive technology in human history because it has the capacity to create languages (\u2026) As generative AI, which is beginning to develop its language today, advances, there will come a time when it will be very difficult to distinguish between machine and human,\u201d the minister added.<\/span><\/p>\n<p><b>From Consumption to Production<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Lizcano urged the attendees\u2014including 22 ministers and nine deputy ministers from 19 Latin American and Caribbean countries, as well as six representatives from multilateral organizations\u2014to \u201cmove from being solely consumers of technology to becoming producers of it.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis summit is a unique opportunity for our countries to unite, work together, share knowledge and lessons on the implementation of public policies, and strengthen strategies around this disruptive technology,\u201d said the minister.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This call for action occurs against the backdrop that AI should benefit \u201ceveryone equally, promoting competitive, inclusive, and sustainable development\u201d in a stagnant region that has struggled to \u201cfind a path to development and prosperity.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cToday we are called to act as a bloc to set a position as a continent, no longer waiting for developed countries to determine our destiny, which accentuates social and technological gaps. Therefore, we must create enabling spaces for the financing of emerging technologies and encourage data sovereignty in Latin America,\u201d he emphasized.<\/span><\/p>\n<p><b>AI Dialogue<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The summit, which will conclude on Friday, will focus on three \u201cfundamental pillars\u201d: the creation of \u201cenabling ecosystems that help strengthen the environment and support the development of Artificial Intelligence,\u201d according to Lizcano.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It also aims to advance \u201cdigital education\u201d through the \u201ctraining and adoption of Artificial Intelligence at all educational levels: primary, secondary, and higher education.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The final pillar is \u201cgovernance,\u201d which seeks to establish regulatory frameworks in the region to ensure \u201cresponsible and ethical\u201d use of AI.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The summit is supported by the CAF (Development Bank of Latin America and the Caribbean), the Inter-American Development Bank (IDB), the European Union (EU), the Organisation for Economic Co-operation and Development (OECD), and the United Nations Educational, Scientific and Cultural Organization (UNESCO).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Participants include UNESCO\u2019s Director of the Regional Office for Latin America and the Caribbean, Esther Kuisch-Laroche; the U.S. Department of State\u2019s Director of Technology Policy, Critical and Emerging Technologies, Justin Reynolds; and the Director of the Andean Countries Office of the International Labour Organization (ILO), \u00cdtalo Cardona.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also present are the Chair of the OECD AI Governance Task Force, Juraj Corba, and the Director of Public Policy for Latin America at OpenAI, Nicol\u00e1s Robinson Andrade.<\/span><\/h4>\n<h4><strong>Source: Forbes Centroam\u00e9rica<\/strong><\/h4>\n","protected":false},"excerpt":{"rendered":"<p>Latin America and the Caribbean should become a \u201cleading region in the implementation and development\u201d of Artificial Intelligence (AI), asserted Colombia&#8217;s Minister of Information Technologies and Communications (MinTIC), Mauricio Lizcano, on Thursday in Cartagena de Indias.
